This is a 1938 (Showa 13) Kimura Kesao city plan or map of the Great Shanghai Municipality. It was published soon after Japanese forces occupied the Chinese municipality in the Second Sino-Japanese War (World War II). It illustrates Japan's ambitious plan to relocate Shanghai's economic center farther north, into a completely new Japanese-built and designed city center. (more details)
